Mark Schweers – FBI agent
Was undercover used name Mark Woods – tasked w making contact with Adam Fox.
Talked on wire encrypted chat platform. Used Fox’s girlfriend as a point of contact also.
Mark met him at the Vac Shack where Fox was working and living in the basement of. They went into the basement to have a conversation.

Fox said he wanted Whitmer “charged,” so that contradicts the government’s claim he wanted to kill her.
Mark claims Fox “recruited,” him. Says Fox smoked pot during the meeting.
Mark claims Fox asked him to attend Cambria meeting. He said when he arrived, they were conducting a live fire training exercise. Arrived around noon stayed until 6.
Says this was the first time he made contact w Barry Croft.
Claims guys in pic being shown were making an “IED.”

Mark says he met with Fox in August of 2020. Fox invited him to attend he claims, a mtg at the house of Shawn Fix. To train and meet some of the other members. Croft was not there.
Said Fox smoked marijuana and the guys drank beer. Mark was wearing a recording device.
Fox said they needed to look and see which location would be best for kidnapping governor.
Mark claims Fox asked him to perform recon on the gov’s summer house.
Mark claims Fox talked about sending her “cupcakes,” which Mark claims meant explosives.
Mark claims Fox said they wanted to send this to the state capitol in Lansing.
Next time they met in Luthor, Michigan. Fox invited him.
Dan introduced Mark and Fox to “RED” who was another FBI UCE.

Mark claims Fox and 2 other folks went into the woods to talk and that Fox was “whispering,” when talking about a “plan.”
Mark claims there were conversations about plans but he didn’t get that recorded.

Never gave Fox money to fund an assault the Capitol on July 3rd at Lansing. They claimed that was one of his plans.
Fox raised issue of fundraising 150k – an enormous sum of money he wanted to raise.
When he left the vack shack he did not believe an assault on the capitol of Michigan was imminent.
He said it was an imminent threat – he was concerned by things Fox was saying
Fox never assaulted the capitol. It didn’t happen.
He suggested to Adam it would be a good thing for people to get burner phones. Mark got a burner phone and gave Adam his number.
Adam never sent a map. FBI made the map of Macinaw island.
Shawn Fix – part of Adam’s three percent patriot militia was formed in June.
“there were a number of people at Cambria” “above ground pool,” “large area,” etc. About 100 yards from front to back, maybe 75 yards wide – not acres of land – but Mark says it was large land. BBQ food being provided. Pregnant girlfriends there, some folks hanging out on deck.

Mark went to “shoot house,” w Adam and Shawn Fix. Michigan three percenter associated. Mark was in chat group, kicked out of it for a time, then allowed back into it.
Mark said he met Amanda Keller – and maybe Amanda Fix – shawn’s girl.
Watchmen w Dan when through shoot house together – Adam didn’t go w them.
Croft didn’t go through.
BBQ on Aug 1st more than Mikey, Adam, Sean, and their 2 girlfriends in that group.
Mark is first one there, then sean, then 2 girls. Those 2 girls were not in Luthor.
He was there for about 5 hours, had recorder going whole time. There was drinking going on and pot smoking.
Some folks had given Fox excuses for why they couldn’t show up.
Mark took an oath at mtg, oath said he would support and defend the constitution of the US against all enemies foreign and domestic.
The oath he took to join militia said he would protect and defend US against all enemies foreign and domestic and bear true allegiance to same.
“I will defend my fellow Americans, my countrymen, so help me God.”
The only audio they played for the entire 5 hours they had on the recording was a tiny clip 18 seconds.
Sean Fix – his purported military service qualified him to be in the group. He claimed to have been a navy seal and did 4 tours in Iraq. You had an understanding he was a former navy seal?
Mark said it would have been info relayed to case agents.
“After leaving mtg at BBQ after 5 hours did you have the impression that Fox/Fix had the capabilities of bringing about the attack-type plan they had talked about carrying out?” Schweer admits some of it they did not seem capable of doing.
“you spent 5 hours with Sean Fix, did you believe he had the ability to acquire a black hawk helicopter?”

One would get there by boat? By helicopter? Did they discuss taking her away from the Mackinaw area by helicopter? The plan was that gov would be extracted by way of a black hawk helicopter – rendezvous point with another helicopter with an “exchange,” a water exit up the seaway – concerns is 4 locks between lake Erie and beyond.

Gibbons: “let’s move forward to Luthor,” “do you recognize this conversation?” “This is Fox describing another iteration of the plan, involving a bomb.” “Fox says to you ‘there is one bridge going out of that,’ Gibbons asks Agent Schweer if he is familiar w Elk Rapids. There is 1 bridge out of that town here, then if this bridge is gone fox is indicating police would be blocked and have to go around the lake. But one could easily just take river street and go around the corner and be right there. Google map shows 2 bridges going out of that.
“Do you recall the substance of the plan shared in your truck on the evening of Sept 12? On way to Walmart?” Plan was as Fox had expressed at the time – you would launch a boat that was stolen – launch it at boat launch then take it around the cottage and he and his team would go get her out of the cottage.

In same conversation, he talks of killing her security detail, stealing her vehicle, then bringing her back to the boat launch.
“You are at vac shack where Fox lives, you didn’t see any boats in the parking lot or at the Luthor property?” “Is it possible a helicopter was coming to let them out,” Gibbons again underscoring ridiculous nature of the conversations.
8 man team, then 2 man team was needed – then they could find the target then go to the lake.
“did you have an understanding they would use Garbin’s boat for this?”

Agent Schweer asked if anyone told him if the shoot house at FTX was supposed to represent the Governor’s house, Schweer says no one ever told that to him.
Gibbons: following Luthor Adam never asked you to throw money in to purchase explosives

Gibbons: You weren’t asked to take steps to find a boat or to provide ammunition or supplies for a mission, nor did you provide any such assistance, true?
